Competencies and Skills are not in the menu. It can be accessed by going to https://domain/index.php?action=ajaxui#ajaxUILoc=index.php%3Fmodule%3DCompetencies%26action%3Dindex

Helo,
Not all modules are available on the navigation bar, some of them are displayed only as a subpanel below parent record/module. If you want to display them, you have to go to Administration -> Configure Module Menu Filters -> and change the configuration.
