Directory permissions fixed as per the installation instructions.
I see this error in the error_log
PHP Fatal error: Uncaught Exception: SuiteCRM is not installed. Entry point needs an installed SuiteCRM, please install first. in /home/public_html/hr/include/entryPoint.php:63
These are the final lines of install.log:
